The above mentioned proverb says that a bad man
always blames the situation, circumstances and means for this failure. Really
he commits mistakes and is led to failures because of this own weakness,
incapability and insincerity. He never accepts his weakness. For instance, a
bad learner among the good one claims that he has been situationally compelled
not to study heard; and blames that the school or college is not good one. He
will say that the course along which he has to pass is not interesting, rather
useless and impractical. He, furthermore, mentions that the people working
there are not good although all are capable, dutiful and sincere. In fact, he
blames others for his mistakes and failures.
